LOCAL DATELINE Oakland County Patterson blasts casino monopoly While he is not involved in the campaign to give Michiganders another chance to vote on casino gambling, Oakland County Executive L. Brooks Patterson is telling anyone who asks that he favors repealing the state's casino law. "I resent the fact that there will be three casinos in Detroit," Patterson said last week.

"The entertainment playing field is tilted toward Detroit, and that threatens the entertainment industry in Oakland County. They have a monopoly, and any monopoly is unfair." In 1996, state voters approved allowing the three casinos. Opponents are collecting signatures to put a repeal on the ballot this November. Patterson acknowledged that casino proponents could mount their own statewide initiative to bring gambling to, Oakland County. But he said Michigan voters would be unlikely to believe Oakland County needs the taxproducing casinos because they think "the streets are paved with gold." By Bill McGraw Eastpointe Pretrial exam set in paralysis case A 20-year-old man accused of shaking his girlfriend's baby daughter and leaving the toddler partially paralyzed is scheduled for a preliminary examination Tuesday.

James Riker is charged with first-degree child abuse for shaking Ariel Schaller, 15 months, on Feb. 16. Riker is the boyfriend of the girl's 19- year old mother, Kristina Schaller, who is expected to testify at the exam in Eastpointe Municipal Court. If convicted, Riker could face up to 15 years in prison. Prosecutor Steve Kaplan said doctors found signs of earlier abuse.

Riker blamed those injuries on a car seat. The injuries that prompted his arrest, Riker told police, occurred when he picked up the crying child to try to calm her at about 3 a.m. and accidently slammed her into his chest. By Ilaina Jonas Detroit Archer: Dont rename, 8 Mile What is Mayor Dennis Archer's suggestion to rename the street that marks Detroit's northern border? "Stay the same," Archer said last week. "Changing a road name is not going to change the hearts and minds of people." On Wednesday, Macomb County Board of Commissioners Chairman John Hertel floated the idea of renaming 8 Mile because it has become a marker for poor city-suburban relations, among other gegatives.

Suggestions from metro Detroit residents ranged from Captain Boblo Boulevard to Paczki Parkway. Archer added that he senses relations between Detroiters and suburbanites have improved in the past few years, and that 8 Mile no longer carries the symbolism of "a line in the sand." OBITUARIES Civil engineer was mentor, helped build U-M hospitals BY NIRAJ WARIKOO Free Press Staff Writer Raising his three daughters in Orchard Lake, Leo J. McGough showed the same patience and generosity he used at work as a civil engineer for 40 years. His daughter Gretchen Heinle recalled how he would help her plant tomatoes, beans and broccoli in the family garden. "He was the most patient Leo man. He McGough wouldn't get angry or lash out.

He would try to understand your point of view. If he was showing you how to do something, he would take his time until you got it right." Mr. McGough, 72, an engineer who helped build University of Michigan hospitals, died Wednesday of Lou Gehrig's disease at St. Mary's Hospital in Livonia. The longtime Orchard Lake resident moved to Novi two years ago.

engineer at TMP Associates in Bloomfield Hills from 1976 to 1996, he helped construct the Cancer and Geriatrics Center at U-M. He was most proud of his work on U-M's Women's Hospital, Heinle said. Mr. McGough was a mentor to newcomers at work, using his experience to help them feel comfortable. "He helped them understand what you learn in school is different from real life, and the nuances of the construction industry," Heinle said.

Born in Detroit, Mr. McGough graduated from the University of Detroit, where he studied civil engineering. During World War II, he was in the Army Corps of Engineers in Britain. In 1956, he started and ran Michigan Structural Concrete, an Auburn Hills company that manufactured precast panels for buildings. At one time, it employed 50 people, but it folded in 1976.

Other survivors include his wife, Elise; daughters Elizabeth and Mary Ellen; one grandchild; one brother, and one sister. A funeral mass will be at 7 p.m. today at the Academy of the Sacred Heart, 1250 Kensington in Bloomfield Hills. Burial will be in All Saints Cemetery in Waterford. ROBERT C.

BELF, 67, a gregarious Captured by the Germans during antique-car collector and a surgeon at Pontiac Osteopathic Hospital, died Saturday at William Beaumont Hospital in Royal Oak after complications from heart surgery. The longtime Bloomfield Hills resident was an ear, nose and throat specialist and ran a private practice in Bloomfield Hills. His father and grandfather were also doctors. "He had a pretty good rapport with his patients. He just liked people," said his wife, Lee.

In his spare time, Dr. Belf Belf collected, restored and drove antique cars across the United States. Born in Detroit, Dr. Belf graduated from Hillsdale College and from Kansas City College of Osteopathic Medicine. He retired three years ago.

In addition to his wife, survivors include sons Robert Richard and Raymond; daughter Lee; two grandchildren, and one brother. A funeral will be held at 11 a.m. Tuesday at Lynch and Sons Funeral Home, 1368 N. Crooks between 14 and 15 Mile. Visitation is 3-9 p.m.

today. Burial will be in Acacia Park Cemetery in Beverly Hills. Robert Robert VICTOR KANNERS, 76, a longtime Beverly Hills resident and head of Cadillac Shoe Products, died March 15 of leukemia at William Beaumont Hospital in Royal Oak. World War II, Mr. Kanners was forced to march miles through the snow with only thin cabbage soup to eat.

It was an experience that forged within him a lifelong optimism, not to mention an appreciation of a good meal. "It was bitter cold in the winter, but he just kept up his spirits," said his wife of 52 years, Marcia. "When he came back, everything he had taken granted he appreciated more fully most would. His outlook was to make the most of every moment." During the war, Mr. Kanners served as a lieutenant in the 104th infantry Timber wolves division under Gen.

Terry Allen. He kept a journal of his POW experiences and later gave copies to friends. When Mr. Kanners was 4, his parents lifted him up and helped him turn the key in the door of their new shoe supply business for good luck. After the war, he ran the family business.

The company sells shoe care items such as polish and foot pads. As former head of the National Association of Wholesaler Distributors, he once testified before Congress against excessive business regulations. His daughter Marilyn Beckham runs Cadillac Shoe Products today. In addition to his wife and daughter, survivors include sons Donald and David; daughters Carol Jo and Gail Wickens; one sister, and five grandchildren.
